The Owens Valley Committee is a non-profit citizen action group dedicated to the protection, restoration and sustainable management of water and land resources affecting the Owens Valley.  The Committee oversees compliance with and implementation of appropriate water management policy, educates the public, encourages participation in local government, and advocates an inclusive and open decision-making process.

OVC is a party to the 1997 Memorandum of Understanding (MOU) that established the goals and objectives of the Lower Owens River Project.
